How do you narrow down a connectivity problem to the cable modem?

The ISP said it was probably a faulty Network Card so I replaced the on board NIC with a brand new PCI card. The cable is definitely good because I tried a few different ones. The internet quit working a week ago, then started working again for a few days and now doesn't work again. Would this have to be a bad modem or something on the ISP side or am I missing something else to check? I also tried hooking up my laptop to the modem and it still did not work.
It keeps saying "acquiring IP address" and then it says it cant find a connection.I already tried repairing the connection and unplugging the modem for a little while. There is no router installed so wireless has nothing to do with it.

ISPs are notorious for blaming customer connectivity issues on the customer premise equipment (CPE), but not proving their equipment/infrastructure good. Request a detailed explanation, and don't be intimidated by their "techno-babble." Ask for detailed troubleshooting steps that leads them to fault CPE.

When troubleshooting connectivity issues, the command line is your friend. While directly connected to your cable modem, using the command line ("cmd" for Windows OSs and the console for Linux) to do the following:

1. Find out if you have been provisioned an IP by running "ipconfig /all" in Windows and "ifconfig" for Linux. Write down your IP address and subnet mask, your default gateway, and your DNS and DHCP IP addresses.

2. Ping 127.0.0.1 (verifies your machines IP protocol installation), then ping your local machine's IP (verifies your local machine NIC.)

3. Ping your default gateway (verifies the rest of your local network to the ISP network.)

If any of the above pings fail, that is the piece that needs to be replaced. For instance, if the first ping fails, you might need to reinstall TCP/IP on your local machine...the second means that your NIC needs to be replaced, the third indicated a fault with your cable modem.

Also, if you can ping to the DHCP or DNS server, this indicates that your CPE is working properly, and the ISP needs to take a look at their infrastructure...call them and tell them which IP isn't pingable, or if your pings are inconsistent.
